The largest land purchase in Homer Glen's history last month was a surprise to many residents, but at $3.3 million, village officials say they got a bargain.

The Woodbine Golf Course acquisition came four years after a contentious debate about whether to spend more than $6 million on the 102-acre property or on the Dunn Farm. In 2009, officials couldn't decide which property to buy and ultimately did nothing.
Now Homer Glen trustees will try to convince a public that was lukewarm to the idea of a land purchase in 2009 that the money was well spent. They will lean on the low closing price, central location in town and other deal sweeteners to sell residents on the deal, which Mayor Jim Daley negotiated for months, almost exclusively under the public's radar.
The deal was approved during a special meeting on Dec. 23, and the village closed on the property Dec. 30. Village officials aren't sure how they will develop the property, but part of it will be used for a new Village Hall and some of the land could be used for parks.
Village documents from a November 2009 meeting showed a majority of residents who attended didn't want the village to buy parkland. Now, at least one resident wants more information from officials about the latest deal.
John Kooi, a Homer Glen resident, spoke against buying land in 2009. He said he hadn't heard about the latest deal before the village held its special Dec. 23 meeting to vote on the purchase.
'Where are they getting the money for this?' Kooi asked. 'I haven't really talked to other than one or two trustees, and they still haven't given me any real answers.'
Daley was in the driver's seat behind the Woodbine deal, having favored buying that land over Dunn Farm during the 2009 debate.
'I was actually involved in talking to (the owners) about the property back then,' Daley said. 'The residents at the time didn't want to get involved in a major purchase. I take that back; they weren't interested in making the decisions between one or two properties.'
The deal came at a good time for the golf course owners, Jim and Patricia Ludwig, court records show.
The mayor unveiled the land deal at the Dec. 23 board meeting during which the trustees voted unanimously to close on the property within seven days. Daley said at the time that the Ludwigs were looking forward to retirement. But the Ludwigs had begun bankruptcy proceedings in July, court documents show, and the bank agreed to dismiss the filing if Homer Glen bought the land. The Ludwigs owed $6.7 million, the documents show.
The land deal, which some local real estate brokers said came as a surprise to them, took place almost entirely in executive sessions, when trustees are allowed to talk about personnel issues or land acquisitions away from the public.
'With this coming about years and years later, and with the purchase price, it was very advantageous to the village to purchase the property,' Daley said.
Ludwig had in 2009 offered to sell 93 acres at $69,000 each, far higher than its current level. Then 'the real estate market basically fell apart,' Daley said.
The golf course was appraised on Jan. 1, 2010, for $6 million, Will County tax documents show.
The purchase came along with Woodbine's buildings, and trustees hope to use the main building as Homer Glen's first permanent Village Hall.
'When you really stop and think about it, what we're paying rent for the village right now, it's about $200,000 (or) $230,000 a year,' said Trustee George Yukich, adding that the village will also look to build parks on the land.
Yukich favored buying Dunn Farm in 2009, noting then that the Woodbine course added about $80,000 to the village's bankroll, and trustees didn't want to take that off the books.
Trustee Margaret Sabo said the board hasn't hashed out in-depth plans on how it will develop the land, though she said she'd like to see an array of uses for the property.
'Everybody pays taxes, so everybody should be able to use the property,' Sabo said. 'And I'd like to see the residents being asked what they would like to see or use on the property.'
The trustees seemed to be in accord that the expense should be an easy sell to residents, citing a master plan that calls for more parks throughout the growing town. And as Woodbine will stay in operation through the end of 2014, the village has a year to decide with residents how they want to use the land, Yukich said.
'What's next for us is to make sure we take care of our customers this next year,' Ludwig, 69, said in an interview. 'That's the most paramount thing in my mind.'

Daley likened the purchase to someone buying a house, saying they wouldn't bring in more people to talk about the deal before buying it.
Still, Kooi said he'll be watching to see exactly where the money came from.

'We passed a $25 million bond issue to pay for American Water, 159th and 143rd Street,' he said. 'I hope they're not using any of that money for this.'

Homer Glen is a village, located 25 miles (40 km) southwest of Chicago, in Homer Township, Will County, Illinois. As of a 2004 special census, the village had a total population of 24,083. The village was incorporated on April 17, 2001.
The boundaries of the village of Homer Glen are one half-mile block south of 131st Street to the north (along the Cook County border); 183rd Street to the south; Will-Cook Road to the east; and Gougar Road to the west. The village shares its boundaries with the village of Lemont (in Lemont Township, Cook County) to the north, the village of Orland Park (in Orland Township, Cook County) to the east, the village of New Lenox (in New Lenox Township, Will County) to the south and the city of Lockport (in Lockport Township, Will County) to the west. The three major roads in Homer Glen are Bell, which runs north and south, 143rd street and 159th, which runs East-West.
